Housing Policy and Advocacy

We are fighting for your housing rights and protections–and we are winning.

Advocacy is at the core of our mission–and our identity as a tenant advocacy organization. CPLP works closely with community partners to support legislation and other policy initiatives that protect low-income tenants and mobile home owners statewide, specifically those individuals and families who are most vulnerable to eviction and homelessness.

In 2025, we worked with partners and stakeholders to pass significant legislative advances for tenants:

In 2024, we helped pass the following legislation:

Senate Bill 24-094:

Strengthening the “warranty of habitability”

House Bill 24-1099:

Eliminating eviction answer filing fees

House Bill 24-1294:

Reforming Colorado’s “Mobile Home Park Act”

Beyond legislative advocacy, CPLP works to reform court procedures and ensure that housing policies are effectively implemented and enforced. After all, our laws are only as good as their implementation. Proper implementation and enforcement of our housing laws ensures more positive housing outcomes for our residents.
