Housing Policy and Advocacy
We are fighting for your housing rights and protections–and we are winning.
Advocacy is at the core of our mission–and our identity as a tenant advocacy organization. CPLP works closely with community partners to support legislation and other policy initiatives that protect low-income tenants and mobile home owners statewide, specifically those individuals and families who are most vulnerable to eviction and homelessness.
In 2025, we worked with partners and stakeholders to pass significant legislative advances for tenants:
House Bill 25-1168:
Housing Protections for Victim-Survivors:
- This bill strengthened housing protections for victim-survivors of gender-based violence by expanding access to the courts, upholding due process, and ensuring victim-survivors’ safety and privacy.
House Bill 25-1240:
Protections for Tenants with Housing Subsidies
- This bill increased housing protections for Coloradans who receive support through housing vouchers and other government housing subsidies by codifying part of the federal CARES Act, expanding tenant relief, and combating discrimination.
In 2024, we helped pass the following legislation:
Senate Bill 24-094:
Strengthening the “warranty of habitability”
- SB 94 overhauled standards and processes for a renter to obtain necessary repairs to their unit in order to access safe and healthy housing.
House Bill 24-1099:
Eliminating eviction answer filing fees
- This legislation will essentially make it free for tenants to participate in their eviction, which will boost participation rates, ease the burden on the courts to verify peoples’ financial circumstances, and expand resources for legal aid providers
House Bill 24-1294:
Reforming Colorado’s “Mobile Home Park Act”
- HB 1294 addressed gaps in Colorado’s Mobile Home Park Act that had left park residents vulnerable to displacement and financial hardship.
Beyond legislative advocacy, CPLP works to reform court procedures and ensure that housing policies are effectively implemented and enforced. After all, our laws are only as good as their implementation. Proper implementation and enforcement of our housing laws ensures more positive housing outcomes for our residents.
